Ishan Uday is a special scholarship scheme launched by the University Grants Commission (UGC) for the students of North Eastern Region (NER) to promote higher education and for encouraging children belonging to economically weaker section of the NE region.
Under Ishan Uday scholarship scheme, a total of 10,000 fresh scholarships are disbursed every year among NER students who are pursuing general degree courses, technical and professional courses, including medical and paramedical courses.

Aim of Ishan Uday Scholarship :
The objectives of the Ishan Uday Scholarship Scheme for North Eastern Region are:
- To provide equal opportunities for higher studies in NE Region.
- To increase the Gross Enrollment Ratio (GER) in NE Region.
- To focus more on professional education in NE Region.
- Optimum utilization of NER Budgetary Allocation.
It is envisaged to provide ten thousand (10,000) fresh scholarships every year beginning from the academic year 2014-15 for general degree courses, technical and professional courses, including medical and para-medical courses.
Eligibility Criteria of Ishan Uday Scholarship :
Type of Educational Institutes: The scholarship will be available for pursuing UG degree programme in the following types of institutions only :
- Universities/Colleges/Institutes included under section 2(f) of UGC Act, 1956 and having valid accreditation from NAAC.
- Deemed to be Universities under section 3 of the UGC Act 1956 and having valid accreditation from NAAC.
- Institutes of National Importance.
- Institutions recognized by other Statutory councils within as well as outside.
Class: Only the students, who are already admitted in the first year of UG degree programme in an eligible university/college/institution within India, are eligible to apply. In other words, a student who has secured admission in UG programme in the academic year 2020-21 will be eligible for selection in the year 2020-21 only. Students, who have already acquired any degree, are not eligible to apply.
Type of course: In case of ‘integrated’ and ‘dual degree’ programmes, the scholarship will be payable for the UG component only.
Mode of course: The scholarship is available for students who are admitted in UG degree programme through ‘Regular/Full Time’ mode only. The students, who are pursuing any UG programme through open/ distance/ correspondence/ private/ part-time mode, are not eligible to apply.
Family Income: For availing scholarship under this scheme, the income of the parents of the student should not exceed Rs.4.5 lakh per annum.
Domicile Certificate: Student should have a valid Domicile Certificate of any State of NER.
Exclusions of Ishan Uday Scholarship Scheme :
The following shall not be eligible under this scheme:
- Students pursuing courses/programs through Open Universities.
- Students already availing scholarship for pursuing the Undergraduate programme under any other scheme(s).
- Students gaining admission through ‘management quota’.
- Students pursuing courses, such as Diploma Courses, not leading to award of a Degree.
- Students whose parents’ income exceeds Rs.4.5 lakh per annum.
How to Apply for Ishan Uday Scholarship :
Candidates need to visit official National Scholarship Portal for submission of online application this scholarship. One needs to follow below mentioned steps to apply online for this scholarship :
- Scroll down, go to Important Links section.
- Click on One-Time Registration link .
- A new webpage will be opened.
- Enter your details as required in the portal; and register yourself.
- After registration, Click on Online Application Form and Login.
- Enter all credentials and upload your documents as required in the portal.
- Finally click on “Submit” and take print out of your submitted application.
NOTE :
One Time Registration (OTR) is a unique 14-digit number issued based on the Aadhaar/Aadhaar Enrollment ID (EID) and is applicable for the entire academic career of the student.
OTR simplifies the scholarship application process, thereby eliminating the need of registration in each academic year.
OTR is required to apply for scholarship on National Scholarship Portal.

Is there any annual income ceiling for candidates to be included under the scheme. ?
Yes, only those candidates whose annual family income is not equal or more than Rs.4.5 lakh per annum are covered under ambit of the scheme.
