About  — In a significant development during the cabinet meeting held on 12th September 2024, the government of Assam unveiled its draft guidelines for the “Mukhya Mantri Atmanirbhar Asom” initiative. This new scheme is also known as Chief Minister Atmanirbhar Asom Abhijan 2.0.

In a bid to encourage entrepreneurship among the youth of Assam, Government of Assam led by Chief Minister Dr. Himanta Biswa Sarma announced a new scheme during the cabinet meeting held on 12th September 2023. The name of the scheme is Chief Minister’s Atmanirbhar Asom Abhijan (CMAAA). Atmanirbhar Asom is basically an initiative to support the budding youth in their entrepreneurial journey through robust monetary and policy support.
The “Chief Minister’s Atmanirbhar Asom Abhijan” is a visionary initiative aimed at addressing the issue of unemployment and fostering inclusive progress in the state. By empowering the youth with self-employment opportunities and seeking collaboration from various stakeholders, the government is taking a significant step towards building a more self-reliant and prosperous Assam. This holistic approach not only benefits individuals but also contributes to the overall socio-economic development of the state, creating a brighter future for all its residents.
Through this scheme, 2 lakh eligible beneficiaries are to be targeted over the next 2 years – 1 lakh in FY 2023-24 and 1 lakh in FY 2024-25. Online registration for the second phase of the Atmanirbhar Assam Scheme starts on 18th October 2024.

This visionary program aims to stimulate employment opportunities by facilitating the establishment of new entrepreneurial ventures across the state. These guidelines outline a comprehensive plan to empower aspiring entrepreneurs, provide them with financial assistance, and equip them with the necessary skills to succeed in their business endeavours. Chief Minister’s Atmanirbhar Asom Abhijan 2.0 Scheme Details :

Name of Scheme: Mukhya Mantri Atmanirbhar Asom

Type of Scheme: Financial Assistance

Financial Year: 2024-2025 and 2025-2026

Name of Organization: Government of Assam

No of Beneficiaries: 2 Lakh Beneficiaries in Two Years.

Financial Assistance: 2 Lakh/ 3 Lakh/ 5 Lakh Rupees in two installments.

Date of Launch: 23rd September 2024

Eligibility Criteria :

The beneficiaries of Atmanirbhar Asom Scheme should fulfil the following criteria:

CMAAA 1.0:  The applicant must not be a beneficiary of CMAAA 1.0

Residentship:  Applicant should be a permanent resident of Assam.

Age Limit: The age of the applicant should be within the age range of 28 to 45 years as on 1st April 2024.

Educational Qualification:

Non-Professional Course Category:

  • General Category: Applicant should be minimum Class 10 passed.
  • OBC, SC and ST category: Applicant should study up to Class 10.

Professional Course Category :

  • Applicant must possess at least 4 years Degree in the field of Engineering, Medicine, Agriculture, Veterinary & Fishery.

Professional Skills:  The applicant should possess skills, experiences, knowledge, etc., to undertake the income generating activities. 

Bank Account: The applicant should have a Scheduled commercial bank account, which has been opened before 1st April 2024.

Loan Defaulter: The applicant should not have defaulted any loan taken from any scheduled commercial Bank in the past.

Family: Not more than one member from any family shall be eligible for availing benefit under this scheme. For the purpose of the scheme, family mean Husband, Wife, Brother and Sister.

Following sectors will be basically targeted under Mukhyamantrir Atmanirbhar Asom Abhijan.

  • Stationary
  • Agriculture and Horticulture
  • Poultry
  • Dairy
  • Goat Farming
  • Piggery
  • Fisheries
  • Packaging
  • Readymade Garment
  • Fabrication
  • Hardware Business
  • Plantation (Bamboo/ Rubber/ Agar, etc)
  • Self-Employment after Professional Courses
  • Wood-based Industries
  • Other Sectors Including Services

Financial Assistance :

One of the standout features of this initiative is the innovative approach to providing financial assistance to budding entrepreneurs. Eligible beneficiaries will receive a combination of a government grant and an interest-free government loan. This financial aid is designed to enable the establishment of micro-enterprises or service units. Importantly, the loan component will be repayable after a reasonable five-year period, offering entrepreneurs the flexibility and support they need to get their businesses off the ground.

Skill Enhancement :

To ensure the success of the Mukhya Mantri Atmanirbhar Asom initiative, selected beneficiaries will undergo a one-month training program. This training, conducted in collaboration with selected educational and skill training institutions, will focus on enhancing critical skills such as entrepreneurship, management, and accounting. In recognition of their commitment, trainees will receive a stipend of ₹10,000 during the training period. This investment in skill development is expected to empower beneficiaries with the knowledge and expertise required to run their businesses efficiently.

Implementation :

The successful implementation of the Mukhya Mantri Atmanirbhar Asom initiative hinges on a well-structured plan. To streamline the process, a dedicated portal for registration will be launched on 23rd September 2024. This portal will serve as the central hub for interested individuals to provide their details and ascertain eligibility for the program. Additionally, it will offer comprehensive information on eligible activities, ensuring that potential entrepreneurs are well-informed about the scope and requirements of the initiative.

Registration Fee of CMAAA 2.0 :

Category-wise registration fees of CMAAA 2.0 is as mentioned below :

  • General : Rs.200
  • SC/ST/OBC : Rs.100

Documents to Upload in CMAAA 2.0 Portal :

Applicants need to upload following documents to complete the online registration process of the Mukhyamantrir Atmanirbharshil Asom Abhiyan. Hence, all are requested to keep these documents ready during the registration process.

How to Apply for Chief Minister Atmanirbhar Asom Abhijan 2.0 :

Candidates satisfying all the required eligibility criteria as mentioned in the official notification will be able to submit their online applications through the official web portal before the last date of application. Candidates have to apply in the prescribed form through online mode only. No other mode for submission of application is allowed.   3. An official web portal will load in the new tab of your browser.
  4. In that portal, you will get the option to register yourself.
  5. After registration, you have to provide all your required details.
  6. After that, you have to upload your documents.
  7. After successful completion of all steps, your application will be submitted.
  8. Also, you will receive an acknowledgement copy of your submission.
  9. Keep that acknowledgement copy for future use.

Applicants already signed up in CMAAA 1.0 and who is not a beneficiary of CMAAA 1.0 need not to sign up again for CMAAA 2.0 and can log in using their old credentials.
